As an administrator you can unblock a user via our Portal. If you are not an Administrator and would like to be please refer your current administrator to this following article.
1. Log on to the IAM Cloud Portal.
2. On the Left hand side select Identities > Cloud Vault
3. Search for the user that is blocked
4. Click on user
5. Observe below error and 'Click this link to unblock the user.'
